NAIP acquires digital ortho imagery during the agricultural growing seasons in the continental U.S.. A primary goal of the NAIP program is to enable availabilty of ortho imagery within a year of acquisition. NAIP provides two main products: 1 meter ground sample distance (GSD) ortho imagery rectified to a horizontal accuracy of within +/- 3 meters of reference digital ortho quarter quads (DOQQS) from the National Digital Ortho Program (NDOP); and, 2 meter GSD ortho imagery rectified to within +/- 20 meters of reference DOQQs. The tiling format of NAIP imagery is based on a 3.75' x 3.75' quarter quadrangle with a 360 meter buffer on all four sides. NAIP quarter quads are rectified to the UTM coordinate system NAD83. NAIP imagery can obtain as much as 10% cloud cover per tile. This file was generated by compressing mosaicked digital quarter quadrangle image tiles scanned from natural color positive or color infrared positive aerial film into a single mosaic. The mosaic may cover all or portions of an individual county. MrSid software compression, with mosaic option, was used to create the final product. Each individual image tile within the mosaic covers a 3.75 X 3.75 minute quarter quadrangle plus a 360 meter buffer on all four sides. All individual tile images and the resulting mosaic were rectified to the UTM coordinate system, NAD 83 and cast into a single predetermined UTM zone. All digital products and the underlying film images were produced through the National Agriculture Imagery Program (NAIP). The primary purpose of the mosaicked digital ortho quarter quads is to support USDA Field Service Centers located in counties throughout the United States.
\r\n <purpose>The 1 meter GSD NAIP is intended as a source for current digital ortho imagery in USDA Field Service Center GIS and for other uses that require ortho imagery acquired during the agricultural growing season.</purpose>\r\n </descript>\r\n <timeperd>\r\n <timeinfo>\r\n <sngdate>\r\n <caldate>20090101</caldate>\r\n </sngdate>\r\n </timeinfo>\r\n <current>MIP Submission Date</current>\r\n </timeperd>\r\n <status>\r\n <progress>In work</progress>\r\n <update>Unknown</update>\r\n </status>\r\n <spdom>\r\n <bounding>\r\n <westbc>-122.78887</westbc>\r\n <eastbc>-122.24473</eastbc>\r\n <northbc>46.05963</northbc>\r\n <southbc>45.54831</southbc>\r\n </bounding>\r\n </spdom>\r\n <keywords>\r\n <theme>\r\n <themekt>ISO 19115 Topic Category</themekt>\r\n <themekey>imageryBaseMapsEarthCover</themekey>\r\n </theme>\r\n <theme>\r\n <themekt>FEMA NFIP Topic Category</themekt>\r\n <themekey>Orthoimage</themekey>\r\n <themekey>DOQ</themekey>\r\n <themekey>DOQQ</themekey>\r\n <themekey>FGDC Framework</themekey>\r\n <themekey>Digital Orthophoto Quad</themekey>\r\n <themekey>Orthophoto</themekey>\r\n </theme>\r\n <place>\r\n <placekt>None</placekt>\r\n <placekey>REGION 10</placekey>\r\n <placekey>STATE WA</placekey>\r\n <placekey>COUNTY name CLARK</placekey>\r\n <placekey>COUNTY-FIPS 019</placekey>\r\n <placekey>COMMUNITY COUNTY-WIDE</placekey>\r\n <placekey>FEMA-CID 53011C</placekey>\r\n </place>\r\n </keywords>\r\n <accconst>None</accconst>\r\n <useconst>Acknowledgement of the Originator would be appreciated in products derived from these data. Download and imagery QA/QC performed using Leica GPro software suite. GPS/INS processing is performed using Applanix PosPAC version 4.01. This provides both the position and orientation of the sensor during flight. The horizontal accuracy of the ortho- rectified imagery is primarily determined by the quality of the AT solution and the surface model (digital elevation model or DEM). The horizontal control is picked from USDA furnished mosaicked DOQQs (mDOQQs) and vertical control picked from the USGS DTED 2 DEM data. Aerial triangulation was done using either the Leica GPro/ORIMA package or the ISTAR processing package. In both cases automatic generation of image points both along strip and between strips is performed. These points are combined with the manually measured horizontal control and then a bundle adjustment is performed. Orthorectification is performed on the triangulated imagery on a strip-by-strip basis using either Leica GPro or ISTAR processes. These strips are rectified using the USGS DTED 2 DEM data. Once the strips are rectified they are processed in an automatic seam-line generation process to mosaic the imagery together into a seamless product both geometrically and radiometrically. This seamless mosaic is cut into the DOQQ tiles with the 360m buffer. Each DOQQ is inspected for relative horizontal accuracy with adjacent DOQQ tiles. A sample of DOQQs is inspected for relative horizontal accuracy with the USDA furnished mDOQQs. Completed and approved DOQQs are assembled into a countywide MrSID file, using a compression factor of 1:50. The countywide MrSID mosaics are edge-inspected against the prior generation county mosaics to ensure accuracy.</procdesc>\r\n <procdate>20090101</procdate>\r\n </procstep>\r\n </lineage>\r\n <cloud>10</cloud>\r\n </dataqual>\r\n <spref>\r\n <horizsys>\r\n <planar>\r\n <gridsys>\r\n <gridsysn>Universal Transverse Mercator</gridsysn>\r\n <utm>\r\n <utmzone>10</utmzone>\r\n <transmer>\r\n <sfctrmer>0.9996</sfctrmer>\r\n <longcm>-123</longcm>\r\n <latprjo>0.0</latprjo>\r\n <feast>500000</feast>\r\n <fnorth>0.0</fnorth>\r\n </transmer>\r\n </utm>\r\n </gridsys>\r\n <planci>\r\n <plance>coordinate pair</plance>\r\n <coordrep>\r\n <absres>1.0</absres>\r\n <ordres>1.0</ordres>\r\n </coordrep>\r\n <plandu>meters</plandu>\r\n </planci>\r\n </planar>\r\n <geodetic>\r\n <horizdn>North American Datum of 1983</horizdn>\r\n <ellips>Geodetic Reference System 80</ellips>\r\n <semiaxis>6378137</semiaxis>\r\n <denflat>298.25</denflat>\r\n </geodetic>\r\n </horizsys>\r\n </spref>\r\n <eainfo>\r\n <detailed>\r\n <enttyp>\r\n <enttypl>NaturalColor (RGB)</enttypl>\r\n <enttypd>24-bit pixels, 3 band color (RGB) represents bightness values 0-255</enttypd>\r\n <enttypds>FEMA Guidelines and Specifications for Flood Hazard Mapping Partners, Appendix L: Guidance for Preparing Draft Digital Data and DFIRM Databases (available at http://www.fema.gov/fhm/dl_cgs.shtm)</enttypds>\r\n </enttyp>\r\n </detailed>\r\n <overview>\r\n <eaover>The Orthoimagery submission represents the current basemap layer for the subject area as identified by FEMA.
