The primary risk data developed are the Changes Since Last FIRM, Risk Assessment Results, Areas of Mitigation Interest, and Depth and Annual Chance grids. The FRD is derived from Flood Insurance Studies (FISs), previously published Flood Insurance Rate Maps (FIRMs), flood hazard analyses performed in support of the FISs and FIRMs, new mapping data, where available, and Hazus risk analysis. The Flood Risk Database and any accompanying products (e.g., Flood Risk Report, Flood Risk Map, and the average annualized loss) are published by the Federal Emergency Management Agency (FEMA).\r\n\t\t\t\t\r\n\t\t\t\tRecent innovations and efficiencies in floodplain mapping have allowed FEMA to develop processes called Large Scale Automated Engineering and Base Level Engineering, which can be used to address current program challenges including the validation of Zone A studies and the availability of flood risk data in the early stages of a Flood Risk Project. The Large Scale Automated Engineering and Base Level Engineering processes involve using best available data and automated techniques to mass produce estimates of flood hazard boundaries for multiple flood recurrence intervals.\r\n\t\t\t
\r\n\t\t\t<purpose>\r\n\t\t\t\tThe Flood Risk Database and any accompanying products (e.g., Flood Risk Map [FRM] and Flood Risk Report [FRR]) provide local communities with a summary of flood risk that can be used to develop mitigation strategies and actions. The information presented herein will assist local elected officials, floodplain managers, planners, emergency managers, and many other stakeholders in understanding local flood risk so that it can be better communicated to the general public. Data are presented at both the watershed and/or community levels, in narrative, spatial, and tabular formats. Providing risk assessment information at the watershed level emphasizes that flood risk extends beyond community corporate limits and flood risk reduction activities impact areas beyond the immediate site. A project-level FRR and FRM may also be included to highlight areas of relative risk within the watershed, community boundaries in relation to the overall watershed, flooding sources and stream reaches that were newly or re-studied, and the contributing factors to flood losses.\r\n\t\t\t\t\r\n\t\t\t\tThe Large Scale Automated Engineering and Base Level Engineering processes leverage the best available data and methods and use automated techniques to mass produce estimates of flood hazard boundaries for multiple flood recurrence intervals. These data may be used to evaluate Zone A studies in the Coordinated Needs Management Strategy (CNMS) inventory that are unknown or that require revalidation. Additionally, Large Scale Automated Engineering or Base Level Engineering data can be used in the Discovery process to identify the potential changes in flood elevation and extent that may result from a proposed project scope and share this information with stakeholders. Another important goal of the Large Scale Automated Engineering and Base Level Engineering processes is the scalability of the results. Scalability means that the results of Large Scale Automated Engineering or Base Level Engineering can not only be used for CNMS evaluations of Zone A studies and Discovery, but also leveraged throughout the Risk MAP program. The large volume of data resulting from Large Scale Automated Engineering or Base Level Engineering may be able to be used for the eventual production of regulatory and flood risk products, outreach and risk communication, and MT-1 processing.\r\n\t\t\t</purpose>\r\n\t\t</descript>\r\n <timeperd>\r\n <timeinfo>\r\n <sngdate>\r\n <caldate>20221231</caldate>\r\n </sngdate>\r\n </timeinfo>\r\n\t\t<current>MIP Submission Date</current>\r\n </timeperd>\r\n <status>\r\n <progress>Complete</progress>\r\n <update>Unknown</update>\r\n </status>\r\n <spdom>\r\n <bounding>\r\n <westbc>-119.381019027904</westbc>\r\n <eastbc>-116.326719291359</eastbc>\r\n <northbc>47.7655728851018</northbc>\r\n <southbc>45.7430893443525</southbc>\r\n </bounding>\r\n </spdom>\r\n <keywords>\r\n\t\t\t<theme>\r\n\t\t\t\t<themekt>ISO 19115 Topic Category</themekt>\r\n\t\t\t\t<themekey>hydrology</themekey>\r\n\t\t\t\t<themekey>environment</themekey>\r\n\t\t\t\t<themekey>inlandWaters</themekey>\r\n\t\t\t\t<themekey>structure</themekey>\r\n\t\t\t\t<themekey>transportation</themekey>\r\n\t\t\t\t<themekey>elevation</themekey>\r\n\t\t\t\t<themekey>boundaries</themekey>\r\n\t\t\t</theme>\r\n\t\t\t<theme>\r\n\t\t\t\t<themekt>FEMA NFIP Topic Category</themekt>\r\n\t\t\t\t<themekey>Flood Risk Database (FRD)</themekey>\r\n\t\t\t\t<themekey>Hazus</themekey>\r\n\t\t\t\t<themekey>Changes Since Last FIRM</themekey>\r\n\t\t\t\t<themekey>CSLF</themekey>\r\n\t\t\t\t<themekey>Areas of Mitigation Interest</themekey>\r\n\t\t\t\t<themekey>AOMI</themekey>\r\n\t\t\t\t<themekey>Flood Risk Report</themekey>\r\n\t\t\t\t<themekey>FRR</themekey>\r\n\t\t\t\t<themekey>Flood Risk Map</themekey>\r\n\t\t\t\t<themekey>FRM</themekey>\r\n\t\t\t\t<themekey>0.2-Percent-Annual-Chance Flood</themekey>\r\n\t\t\t\t<themekey>1-Percent-Annual-Chance Flood</themekey>\r\n\t\t\t\t<themekey>2-Percent-Annual-Chance Flood</themekey>\r\n\t\t\t\t<themekey>4-Percent-Annual-Chance Flood</themekey>\r\n\t\t\t\t<themekey>10-Percent-Annual-Chance Flood</themekey>\r\n\t\t\t\t<themekey>1-Percent-Plus-Annual-Chance Flood</themekey>\r\n\t\t\t</theme>\r\n\t <place>\r\n\t\t\t\t<placekt>None</placekt>\r\n\t\t\t\t<placekey>REGION 10</placekey>\r\n\t\t\t\t<placekey>STATE WA</placekey>\r\n\t\t\t\t<placekey>COUNTY Whitman County</placekey>\r\n\t\t\t\t<placekey>COUNTY-FIPS 53075</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Whitman County Unincorporated Areas</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530205</placekey>\r\n\t\t\t\t<placekey>COMMUNITY City of Colfax</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530207</placekey>\r\n\t\t\t\t<placekey>COMMUNITY City of Palouse</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530211</placekey>\r\n\t\t\t\t<placekey>COMMUNITY City of Pullman</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530212</placekey>\r\n\t\t\t\t<placekey>COMMUNITY City of Tekoa</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530215</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Albion</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530206</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Colton</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530244</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Endicott</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530208</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Farmington</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530295</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Garfield</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530209</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of La Crosse</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530249</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Lamont</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530231</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Malden</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530250</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Oakesdale</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530210</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Rosalia</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530213</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Saint John</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530214</placekey>\r\n\t\t\t\t<placekey>COMMUNITY Town of Uniontown</placekey>\r\n\t\t\t\t<placekey>FEMA-CID 530216</placekey>\r\n</place>\r\n </keywords>\r\n <accconst>None</accconst>\r\n\t\t<useconst>\r\n\t\t\tThe Flood Risk Database(FRD) is not intended to be the final authoritative source of all flood risk data in a watershed.
